هدفت الدراسة الوقوف على الآليات التي اعتمدتها إدارة الضرائب الرامية لعصرنة نفسها لمواكبة التطور الحاصل في بيئة الأعمال و التكفل بإنشغالات المكلفين بالضريبة و هذا لتحقيق أهداف الدولة المتمثلة في زيادة حجم موارد الميزانية لتغطية النفقات العامة وقد خلصت الدراسة أن إدارة الضرائب تمكنت من تحقيق الكفاءة و الفعالية في التسيير و فرض سيادة القانون من خلال إعادة بنية هيكلها التنظيمي إصلاح نظامها الضريبي و تغيير أساليب و طرق عملها.
Abstract EN
The study aimed to identify the mechanisms adopted by the tax administration, to modernize, in order to keep pace with changes in the business environment, by improving its relationship with taxpayers and by strengthening the conditions for managing public services, to achieve state objectives to increase the volume of budgetary resources to cover public expenditure.
The study concluded that the tax administration has succeeded in achieving efficiency and effectiveness of governance and in imposing the rule of law, by restructuring its organization, and reforming its tax system, and modifying its working methods.

L'étude visait à identifier les mécanismes adoptés par l'administration fiscale, pour se moderniser, afin de suivre le rythme de l'évolution de l'environnement des affaires, en améliorant sa relation avec les contribuables et en renforçant les conditions de gestion des services publics, pour atteindre les objectifs de l'État d'augmenter le volume des ressources budgétaires pour couvrir les dépenses publiques.
L'étude a conclu que L'administration fiscale a réussi à atteindre l'efficience et l'efficacité de la gouvernance et d'imposer l'état de droit, en restructurant son organisation, et en réformant son régime fiscal, et en modifiant ses méthodes de travail et ses modes de fonctionnement.
