The administration’s intervention takes two basic forms, pre-intervention or preventive intervention in which the legislator is keen on respecting the standards of a sound environment and preventing the occurrence of damage such as the licensing system such as the building permit and the license to exploit the classified bodies and the system of impact study, and a remote or deterrent intervention to address the status quo after the environmental violation has occurred It may be in the form of a temporary suspension of non-conforming activity, withdrawal of a license, or environmental collection that derives its philosophy from one of the basic principles of protecting an environment, which is the principle of driving polluter.

The Algerian legislator has followed several means to achieve these goals, in line with modern legislation and international treaties that link the environment with sustainable development and maintain the environmental balance in light of the continuous and daily violations and practices that threaten the environment, its components and its multiple components.
