The phenomenon of marine pollution with oil is considered to be one of the most serious problems facing the international community in contemporary time, and that's due to its negative and harmful effects on the marine environment and its different components, especially that this type of pollution is a natural phenomenon and inevitable as a result of the great dependence of the world countries on hydrocarbons and the increase rate of its trading in ports in recent years, whereas huge quantities of oil seep out annually while transferring it from exporting countries to consuming countriesIn view of this dangerous situation, the international community considered the need to develop an integrated legal regime to protect the marine environment from the dangers of pollution through a series of international conventions and treaties which took on the task of developing a set of preventive mechanisms aimed at protecting this marine environment.
