The public administration have a big apprehension concerning the problems in the implementation of the judicial provisions, in which the interests of ordinary people have been resolved in the public administration.

This apprehension is being demonstrated through the composition of the person who wants to take his or her right, and which does not match up in form, as well as in content, behavior and legal system.

Which is negatively reflected on the process of implementation that any person (litigant) wishes to address to the public administration trying to reflect it on the reality of the entity of the public administrative person.

The public administrative person's containment of the above-mentioned particulars is what makes them in a semi-protected state from the implementation process, whether such protection is by explicit, direct or indirect legal rules, by the use of the obstruction method, or the rejection of the implementation processes by the administrators included under the rule of non-jurisdiction to accept implementation, and its implementation into administrative reality regulated by legal rules
