Ethical leadership is an important management concept for researchers and academics because of its impact on the lives of organizations in general and public organizations in particular.

The main research problem has crystallized: The organizational silence is an option that many employees in public organizations resort to and this option may affect the organization and may be negative.

Current research aims to measure the correlation and influence between ethical leadership and its effect on reducing organizational silence and identifying employees' ideas.

The research has been applied in Anbar Water Directorate, as it is one of the important and vital service departments in the life of the community.

The research was applied to a random sample of 70 staff members in Anbar Water Directorate.

The questionnaire was used as a main tool for data collection.

In order to process data and information, the statistical program (SPSS) was used to reach the desired results.

The research reached a number of conclusions.
