The world is heading at an accelerated pace to development and technological transformation, and developed peoples are reaping the results of this development in various walks of life, which has pushed even all countries to take this path to serve the peoples and among these areas is the administrative field.

The two researchers aim to demonstrate the importance of e-government while shedding light on electronic management in Sudan and Iraq, committed to the descriptive and comparative approach in their statement of the importance of electronic management, extending the views of legal jurisprudence in this regard, and the researchers reached an important conclusion: Electronic management represents a leap towards the development of administrative organization and human resource development, which contributes positively towards developing administrative work and improving the quality of services provided to the public, as it contributes to the elimination of red tape, administrative backwardness, favoritism, administrative corruption and other negatives that many traditional administrative systems suffer.
