Between 1992 and 1994, Algeria engaged in the civil war which killed thousands of Algerian people as the army recanted and concealed the legislative elections results that revealed winning of the Islamic salvation front.

At that time Algeria was ruled successively by the president Mohammed Boudiaf and Ali Kafi who failed in solving the Algerian crisis.

It has been stated that all the reform attempts by President Liamine Zeroual were failed because of the Algerian mafia which aborted the reform project as well as the drop in oil prices that had an effect on the failure of his reform attempts.

The major General Liamine Zeroual took over the presidency of Algeria in late 1994, reforming the military and political establishment and opening dialogues with the Islamists and Amazighs.

Also, he appointed a number of statesmen who agree with him in the dialogue with the Islamists.

Liamine Zeroual known as one of the first strivers who participated in the Algerian revolution, but did not participate in the coup against the President Chazli Bennid.

He was an incorrupt man and gaining hospitality as president by the Islamic salvation front leaders, especially after taking the initiative of releasing the political prisoners and dialogue among Islamist.

President Zeroual faced opposition from some of the army men and Francophonic organizations, as well as the suffocating economic crises, and the bankruptcy of Algeria's financial treasury, which prevented his reforms from being completed, forcing President Zeroual to call for early elections and prepare the ground for President Abdelaziz Bouteflika to take over the presidency 1999.
