The Contemporary criminal policy has seen a remarkable development by abandoning the policy of punishment and restraining and adopting a reform policy.

Perhaps, the most important applications of this reform policy are "criminal mediation"which is considered the fairer and the most just model of punishment system, so it works to take care of the victim and compensate him and rehabilitate the offender, in order to reach a society based on stability and social peace among its members.
