اعتبرت الهجرة غير الشرعية من أكبر الظواهر الإنسانية تعقيدا، حيث تحولت من ظاهرة اجتماعية إلى قضية أمنية خطيرة، لذلك أخذت الدول على عاتقها الاهتمام بالظاهرة فقد تصدرت أولوياتها ولفتت انتباهها وشغلت تفكيرها، وفي مقدمتها دول المقصد لما تحمله في طياتها من مخاطر تهدد سيادتها بالتعدي عليها رغم الإجراءات المشددة لحراسة حدودها الإقليمية، وما تخلفه من آثار وتداعيات تنعكس سلبا على أمنها واستقرارها وعلى أمن وسلامة مواطنيها، لذلك يتعين تكثيف جهود الدول الأطراف للتصدي للظاهرة، والحد من انتشارها من خلال معرفة أسبابها ودوافعها والوقوف عند تداعياتها المختلفة.
Abstract EN
Illegal immigration was considered one of the most complex human phenomena, as it turned from a social phenomenon to a serious security issue, therefore, countries have taken upon themselves to pay attention to the phenomenon, as it has taken precedence over its priorities, attracted their attention and occupied their thinking, in the forefront of which are the countries of destination due to the dangers they carry with them that threaten their sovereignty by encroaching on them despite strict measures to guard their territorial borders, and its effects and repercussions that negatively affect its security and stability and the security and safety of its citizens, therefore, the efforts of the state parties must be intensified to address the phenomenon and limit its spread by knowing its causes and motives and knowing its various implications.

L'immigration illégale était considérée comme l'un des phénomènes humains les plus complexes, car elle passait d'un phénomène social à un grave problème de sécurité, par conséquent, les pays se sont engagés à prêter attention au phénomène, car il a pris le pas sur ses priorités, a attiré leur attention et occupé leur réflexion, au premier rang desquels se trouvent les pays de destination en raison des dangers qu'ils portent avec eux qui menacent leur souveraineté en empiétant sur eux malgré des mesures strictes de protection de leurs frontières territoriales, et ses effets et répercussions qui affectent négativement sa sécurité et sa stabilité ainsi que la sécurité et la sûreté de ses citoyens, par conséquent, les efforts des états parties doivent être intensifiés pour faire face au phénomène et limiter sa propagation en connaissant ses causes et ses motivations et en se tenant à ses diverses répercussions.
