The law assigned it tasks that expanded and evolved with the development of the public job and the employee's relationship with management.

And in order to protect the employee from the administrative abuse against him, the law established these coomittees as a form of guarantees provided for employees and contributing to the establishment of the foundations of consulting with management and exercising the right to participate with the disciplinary authority when it monitors the actions of the employee.
