Climate change is a common global problem, and therefore a cooperative approach involving many countries will be necessary to address it successfully.

Since sovereign states can not be forced to act against their will, successful treaties must have adequate internal incentives to comply with external incentives to participate.

Any credible global climate change agreement must be: (1) equitable, (2) cost efficient, (3) able to facilitate tangible technological change and transfer of technology, (4) given the short-term achievements, as well as implications for the future, long term.
