the idea of public service, the doctrine and administrative jurisprudence established theories of administrative law, defined it as much as a core of the state role, but this idea has undergone changes, and to see the transition of the role of the state, from gendarme to a state of providence, which led to fluctuations and the decline of this idea, both in terms of norms, the definition, the diversity of the fields of intervention of the State, the methods of management, on first, and secondly the access in a virtual world or digitization.

In this regard, we will clarify through this article, a very important question, namely the impact of the evolution of the function of the state on the concept of public services.
