The international community has the power to compel it to do so.

Human rights and fundamental freedoms are a legal obligation based on clear and specific legal sources that are based, as a general principle, on the various international and regional international conventions.

Consequently, we are not in a moral or natural obligation, but rather as a legal obligation resulting from under development by States International responsibility.
