تسعى الدراسة لتسليط الضوء حول كفاية القوانين الناظمة للإتصالات الإلكترونية و تحسين البيئة بالجزائر لتنظيم ممارسة الأنشطة الباعثة للأشعة الكهرومغناطيسية المنبعثة من الأبراج الرئيسية و الثانوية للهواتف النقالة التي باتت تهدد صحة و سلامة الإنسان و الحيوان و النبات و عناصر البيئة الأخرى من خلال التأثيرات البيولوجية للإشعاعات غير المؤينة المنبعثة من تلك الأبراج خاصة وأنها انتشارا واسعا على أسطح المباني وسط المدن و الجمعات السكانية دون أي رقابة أو مساءلة قانونية.

Abstract EN
The study seeks to shed light on the sufficiency of laws governing electronic communications and improving the environment in Algeria to regulate the practice of activities emitting electromagnetic radiation emitted from the main and secondary constellations of mobile phones that have threatened the health and safety of human, animal, plant and other environmental elements through the biological effects of non-ionizing radiation emitted from those constellations, especially And it is a widespread spread on the roofs of buildings in cities and population groups without any oversight or legal accountability.
