The realization of the right to an adequate standard of living like other economic, social and cultural rights requires the commitment of states to a range of obligations, including the obligation to non- retrogressive measures, even in times of severe resources constraints, whether caused by a process of adjustment of economic recession or by other factors.

But this commitment is often not respected by states when adopting austerity measures as solution to confront the economic crises
