Abstract EN

The research paper represents the outputs of technology development endeavors in tne management of public affairs in both sides the theoretical and contextual ones.

On the theoretical and conceptual level, it highlights the contributions of management thinkers about the characterisics of the outputs of the logical dealing of governments and organizations with the development of technology.

In its contextual level, it focused on the requirements for this interaction and what organizations, societies and citizens must be in order to be able to use technology to achieve administrative reform and modernize the government.

The study concluded that the success of e-government enforcement efforts is based on critical requirements divided into what is associated with the citizen, the infrastructure of information and communication technology, and all that are related to political and economic requirments with taking into consideration the steps and efforts.
