The relationship between human rights and development has gone through two important phases, with the first phase characterized by the exclusion of human rights from development.

The second phase incorporated human rights into development policies.

During this phase, the many demands of developing States in international forums to assert their right to development have been borne fruit by the 1986 United Nations Declaration on the right to Development, which in many of its articles states that the main theme of development is human beings.

Thus, the realization of the right to development requires the dedication of a number of fundamental principles and rights that are necessary and cannot be violated during the development process, and that right is guaranteed to peoples and States.

In this study we will try to identify the necessary requirements for the realization of the right to development, which are two dimensions: The internal dimension of respect for human rights, the right to participation, social justice, and the international dimension of sovereignty over natural resources, international solidarity and cooperation, and the principle of international peace and security.
