يعتبر التعاون اللامركزي العابر للحدود أكثر من حتمية فرضتها الظروف السياسية و الاقتصادية للدول أساسا ولما كان الأمر كذلك تدخلت الدولة الجزائرية من خلال المشرع و بينت القواعد الموضوعية و الإجرائية لذلك من خلال القانون رقم 10-11 المتعلق بالبلدية و القانون رقم 12-07 المتعلق بالولاية وقد تم التفصيل في هذه القواعد من خلال المرسوم التنفيذي رقم 17-329 ليشكل بذلك إطارا مرجعيا للممارسة القانونية للشراكة الدولية عبر قناة التعاون اللامركزي
Abstract EN
International decentralized cooperation is more than an inevitability imposed by the countries political and economic conditions, the Algeria has intervened by the legislature showed the substantive and procedural rules through Law No.
10-11 on the municipality and the Law No.
12-07 on the wilaya, These rules are elaborated through Executive Decree No.
17-329, thus providing a frame of reference for the legal practice of international partnership via the decentralized cooperation channel.
