The international community has reached the firm conviction that there is an urgent need to consolidate an intensive and multi-dimensional/level of sub- regional and international cooperation in order to combat terrorism, especially by the use of legislative and legal tools, in view of multiplicity and the growth of well-known and innovative forms of criminal activities related and assosiated to terrorism that have exceeded in their dimensions and extent the capabilities of a particular State.

And what also increase the burden on the authorities of a single state is the fact that the planning and the committing of terrorism crimes and associated ones are available easly due to technology whis is used for obtaining and exchanging informations far-away from the controle of gov.

watch-dogs and also for the fact that the communication tools have been accompanied by an increasing complicated technical progress, as well as the relationship between the international financial and banking system and the spread of the various electronic networks of today's world.
