Most of the legislation is to impose a periodic vaccinations on some segments of society, as it does not possess the person freedom to artificial insemination or not to do because it is imposed by the State in the public interest, although those major benefits of vaccination process but risks and damage, and the Iraqi legislation, like the rest of the Arab legislations has overlooked the reference to damages resulting from incidents of compulsory vaccination and did not address how to compensate affected by it, and in the ence of the organization of special legislative rule of liability for compensation for this type of damage, they are subject to the general rules of civil liability
