Smart cities have become a growing global concern, given their importance in enhancing citizens quality life, promoring urban development and easing travellers movement, especially in the wake of increasing traffic challenges within the city (traffic congestion, increasing car ownerships and their widespread use).

In the light of the foregoing, we can state the problem of the study in the following main question: How one can see the reality of transportation in the city of Algiers? and can algiers become a relatively free transportation city? In this research paper, we will try to answer this question through the following methodology: Areview of Algiers ability to build a relatively free transportation strategy as an outlook for low- traffic society, as well as a review of some insights from international experiences in matters of building smart and sustainable systems.
