The phenomenon of delinquency has now become one of the social phenomena of the world, which threatens all the developed or backward countries and the danger that it affects all members of society and its classes, especially the youth, which are more prone to deviation due to changes and pressures surrounding them.

All organizations and countries strive to limit and prevent the deviation and its multiple factors, including Algeria, which has devoted this area to important programs and projects which have been the establishment of many centers of care for children from independence to the present day.
