The family is the first social institution in which the child grows and acquires the criteria of error and righteousness, and the event is the fruit of the goodness and cohesion of this cell, so that if the latter is free from all factors of family disintegration and neglect, then the event grows in this cell a sound growth and adopts the right behavior within society And if this cell becomes spoiled, the result of this is the growth of the juvenile in a tense family atmosphere and neglecting some or all of his rights, which leads him to adopt delinquent behavior within society.

And given that the child is one of the vulnerable groups that have been allocated by society and legislation with special treatment and protection within the framework of criminal legislation and that have been confirmed through the Penal Code and the Code of Criminal Procedures, leading to the development of legislation on child protection under Law 15/12, in an effort to protect the child and reform and treat the juvenile delinquent.
