In the 1990s, third world countries defined the so-called "third wave" of the democratic transition, which plunged Algeria into a cycle of political violence after the electoral process was halted by the ruling power in 1992, As if that period in Algeria had served as a forum for crises accumulated since independence until it exploded when the opportunity arose, but the crisis in Algeria was a political crisis and had to have a political solution, the state has pursued the policy of national reconciliation.
