The ideal state of any state is to provide its citizens with common characteristics, such as their union in terms of sex, language, religion, nationality, aspirations, etc.

However, such a situation is rare, the reality shows the disparity of the people of one people in all or most of the areas referred to, this, in turn, means the emergence of a distinct category or categories, in certain characteristics, of what characterizes the majority of the people.

This category called the "minority" compared to the majority of the people.

This differentiation, therefore, leads to an issue called the problem of minorities as an actual problem with its political, legal and social aspects.

States have often considered the existence of some religious, sectarian or ethnic minorities in their country as a threat to the security of their countries.

Often these minorities have already been a reason to threaten the security of these States.

The methods of addressing the problem of minorities differed.
