Higher education faces problems all over the world, as universities do not receive sufficient funding, which affects the quality of education and the proportion of students enrolled.

Education at this stage is no longer a commodity for consumption that the elite enjoy, but rather an important component of national economic performance and a fundamental determinant of human opportunities in Life, and therefore the expansion that takes place at the international level is necessary and desirable, but higher education is expensive and faces competition for public spending by other imperatives, so the issue of its financing is very important and sensitive; Therefore, this study came to demonstrate the importance of supporting the unilateral approach in government-based financing and orientation towards diversification.

Among the proposed mechanisms is the development of self-efforts by converting to productive universities, raising the level of awareness and societal commitment, by involving profit and non-profit institutions, families and students in the financing process, and presenting Two pioneering experiences in the field of financing higher education, for the countries of America and Japan, in order to benefit from the elements of its success.
