It is clear we lived in a world that treated the refugee question very differently from the world in the context of which the 1951 Convention Relating to the Status of Refugees was drafted.

Five decades saw the Cold War and all the related conflicts, crises, and forced migration heat up and cool down, and ultimately end, with large population flows being part of the whole process.

This article focuses the light on the liberal interpretation of the refugee convention as a useful means to motivate forced migrants to seek asyluim legally and give up to illegal migration.
