Abstract EN

The quest to ensure a balance between protecting the environment, human activity over it; and creating a clean and safe environment on the other hand, that can only be achieved through the adoption of preventive and deterrent mechanisms, by means of what is specifically defined as control over the environment, which is an innovative mechanism in the field of preventing damage to the environment, through the adoption of the prior decision before the damage, also granting the administration powers of intervention for the purpose of respecting the rules of environmental law, and controlling the behavior and actions of individuals in order to protect the environment, in addition to precautionary measure, the administration has been given the means of deterrence, namely, the excuse, the suspension of activity, the withdrawal of the license and the environmental collection, all of which sanctions imposed by the administration those violate the requirements of environmental security.
