The Algerian legislator intervened to reconsider the exploitation of the agricultural lands belonging to the private property of the state through the issuance of a number of laws, by changing the pattern of exploitation and converting it from a permanent right of use to a temporary concession est ablished by law 10/03, which specifies the conditions and modalities for the exploitation of the agricultural lands belonging to the private property of the state.

The legislator filled the deficiencies that prevailed in the previous real estate policies for several factors, in which the state considered the owner who does not have many negative effects, including neglecting many agricultural lands or changing them from their original destination uncontrollably.

The legislator came devoted to the balance between the right of the investor in the exploitation of agricultural land and the right of the state to control and preserve national property, but in contrast, many of the specialists and even the peasants saw as a restriction of the right of exploitation and violation of the stability of the agricultural sector, as well as a violation of the legal principles of an acquired right and the protection of private property.
