The investment in higher education and scientific research "HESR" is linked to the other sectors, in a way that, the efficiency of this key sector will lead to increase the effectiveness of other sectors.

In Algeria, expenditure and investment in "HESR" in the public sector are highly related and this has affected its profitability.

The quality and the means of investment in the Algerian "HESR" as a necessity to ensure the academic quality effectiveness.

To discuss this subject, we ask the following question: How can we invest in" HESR" to insure academic advancement and the application of total quality effectiveness? To answer this, we will address the following points: 1.
