Abstract EN

Any process of change expected in societies, is based on communication, which is one of the most important determinants to build any society, and this importance has prompted countries to take an interest in various forms of communication including local communication, which is one of the intrinsic pillars contributing to supporting and reviving local development.

The question of local communication in Algeria was raised over twenty years ago, and more precisely in 1994, but what is noticed that the authority in Algeria does not care to activate the communication process and doesn't realize the importance of bringing the administration closer to the citizen and the need to involve him in the conduct of his local affairs except in the period of crisis, like the reforms which followed the events of October 1988, which resulted the municipal law issued 90/08 in 1990, followed by the creation of communication cells at the level of the wilaya cabinets in 1995, but they remained not activeted, in addition to all the reforms which coincided with the events of what was called the Arab Spring, which led to the new law of the commune 11/10 and to the law of the wilaya 12/07, with the insistence of the authorities at that time on the need to stimulate the communication to ensure the rapprochement of the administration to the citizen, arriving to the recent reforms which consist of the new administrative division.
