Electronic management is considered as a reality that imposed by the new transformations in the information and technology side.

The electronic management model is a model that provides many opportunities for success, clarity and accuracy in providing services and facilitating administrative transactions, in order to improve and rationalize public services, this is what made many countries go towards Modernizing its administrative sector, and dispensing with its traditional management, in order to keep pace with these developments.

Algeria is among the countries that have tended to modernize its public services by adopting the e-management project in several sectors, including the higher education sector, scientific research, the interior sector and local groups, where we will try through this study to address the reality of the two sectors.
