Administrative citizenship in Algeria enjoys a range of legal guarantees and institutional mechanisms that give effect to its values, Legal guarantees relate to constitutional foundations, starting with the 1963 constitution, 1976 and 1989 and subsequent constitutional amendments, it also relates to legislative basis in particular through municipal and prefecture laws, or regulations in particular the decree of 88-131 regulating relationships between the administration and the citizen, and with regard to the institutional mechanisms, they are divided into mechanisms directly related to protection of the values of citizenship administrative through by the commission of Reform and Renewal administrative, The Mediator of the Republic, the Ministry delegate in charge of reforming the public service, the ministry delegated to the Prime Minister in charge of Public Service Reform, The National Observatory of Public Utilities, Or the relevant institutions with indirect protection of the administrative citizenship, such as the Advisory Commission for the Promotion and Protection of Human Rights and the National Human Rights Council.
