Comparing to the traditional administrative bodies, Independent Administrative Authorities in Algeria, Tunisia and morocco are quite new administrative bodies.

There are founded during the 1990s through reforms which are adapted by these Maghreb countries, in order to substitute traditional administrations and carry out police missions in economic sectors in general and in some technical sectors in particular.

Considering that, it is in addition to the economic control function initially exercised by the independent administrative authorities, they also exercised the advisory function accidentally, through providing advisory opinion on governmental policies for the sectors they control, As a major factor in it.
