Although access to information has become a constitutional right, and has an important role to play in setting development, either by the transparency of the actions of the administration by diffusing information deliberately through traditional and electronic means, or by contributing to participatory democracy by submitting a request for information in accordance with legal requirements.

However, the Algerian legislator had not enacted legislation regulating this right to information.
