In the liberation of the insurance sector, the Algerian legislator entrusted the task of monitoring this activity to the minister in charge of finance, the supervision department became a referee and a party at the same time, this is the weakest quality of supervision.

Despite this, the latter remained monopolized by the minister in charge finance, the supervisory function became unequally divided between him and the insurance supervisory committed, which led to ineffective censorship and thus the deterioration of the insurance sector in Algeria.
