لمواجهة ما تقتضيه ضرورات العمل الإداري و الحاجة الملحة من أدوات قانونية أكثر سرعة و نجاعة تلجئ رئيس الجمهورية لمباشرة سلطة التشريع بأوامر و هذا يقتضي ضرورة توافر جملة من الشروط و اتباع مجموعة من الإجراءات و الخضوع لرقابة البرلمان
Abstract EN
In order to meet the necessities of administrative work and the urgent need for more expeditious and efficient legal tools, the President of the Republic resorted to the power to legislate by order.
This necessitates the need for a set of conditions, a set of procedures and the supervision of Parliament.
