With the escalation of terrorist acts and their spread throughout the world, and their association with other crimes, States have sought to find legal and practical means to pursue and suppress them at the international and domestic level, both through the unification of efforts and the conclusion of international agreements to prohibit these crimes at the international level and prevent impunity for their perpetrators, This was reflected in the enactment by States of punitive legislation commensurate with the gravity of such acts on the one hand, as well as the keenness of States and international organizations to conclude agreements committing States to take the necessary measures to combat transnational organized crime.
