In the frame of the political, economical, and social developments that the world has run during the latest twentieth century, and that have reflected on the role of the State, the trend came on decentralization and local governance, in the context of the challenges that the Central Government must confront.

The interest had increased in order to emphasize the new roles of the Local Communities within the governance process, throughout the partnership with the civil society organizations and the private sector, as far as the State is not the only actor to bring the development at the local level.

In the context of the shift enrolled in the role of the State and the local governance related to the transition to the Private sector (privatization), some new concepts have emerged reflecting the partnership between the local governance, the private sector and the civil society, as well as the nature of the role of local governance in the light of this partnership.
