Hesba is one of the control systems in Islamic societies, which includes all kinds of oversight; religious, social, economic, and others.

It has evolved into regulations that manages the community and controls its aspects.

When markets are crowded with various kinds of transactions, and gathered various kinds of people of different purposes; Hesba has been the officer of their work and the observer of what is going on among them; in order to achieve Islamic law and ensure the course of work properly.

The Prophet, the caliphs, his followers and followers of those who followed his path exercise control in the markets and are implement Hesba on those who don't follow Sharia, and control the work and behavior.

Omar ibn al-Khattab was the first to carry a whip in the market to intimidate the violators and discipline them, as he was known of his intenisity in the religion of God and firmness in dealing.
