English Abstract

TV is considered as one of front means of public communication, which play role in the man's life.

That is; it is really one of the important means of communication appeared during the 20th C.

k because of its being distinguishable from other means of communication in respect of sound, image, movement and color.

TV K for instance, addresses a large number of non-identical public in respect of cultural and scientific ranks, age group, religion, social and economical status and psychological qualities.

Even some people consider TV as an open comprehensive university can enter every house to be at the hand of all people, whether children or adults and whether young or old.

For its communicative and technical qualities, TV is able to achieve many functions, such as entertainment, news, education and teaching, coping with its increasing importance in the present age, for the possibility of direct spatial televising across continental borders.

So public has depended on it for getting information to be aware of what is going on in the world > The cultural function is considered nowadays as one of the important features of our age, because of the TV obtaining many capacities, if they are invested well according to an appropriate program and plan K they would offer a good cultural and media message, for it has been the means which the public appeals to for getting culture and all kinds of arts and cultural creativeness.

TV, at the same time, not only communicates culturally, but also has effect in selecting the cultural content to in taking part in the individual' community's cultural rising, because culture and TV have been both part of the majority of the community
