English Abstract

Given the importance of the private higher education sector and its significant impact in all aspects of life and the rapid developments taking place in education in all its levels, the current research was interested in clarifying the reality of private higher education in Iraq in light of the challenges and constraints that it is exposed to for several reasons, including: legal and political for the inadequacy of laws and some policies with developments The accelerating levels of education in the countries of the world, as well as the economic reasons and challenges faced by the lack of a specific funding law for it or a specific law for all private universities to determine wages, the last of which was the social challenge faced by the private higher education, The large increases in the number of students without the existence of a coordination policy that takes these students out according to the needs of the labor market, creating great social and cultural problems that negatively affected the reality of private higher education, so one of the most important goals of this research was to clarify the private higher education law and detail the most important articles of this law and clarify The reality of higher education in Iraq and the identification of loopholes in this law, and the most important thing that the research dealt with is clarifying solutions to these obstacles that can benefit from private universities to increase their sobriety, as well as a great benefit to the Ministry of Higher Education and Scientific Research for adoption as corrective steps in Astaratejatha important attempt to return Iraq to the rankings, which was adopted by UNESCO in 2018 after his release
