في السنوات الأخيرة كانت للجزائر رغبة حقيقية و إرادة سياسية فعالة و طموحة لبعث قطاع السياحة و تطوير الاستثمار فيه لتعزيز عناصر الجذب السياحي في بلد يمتلك كل المؤهلات حيث قامت بالعديد من الانجازات العامة الوطنية لتثمين و ترقية قدراتها السياحية كإنشاء مناطق توسع سياحية مزودة بمخطط التهيئة السياحية الذي يوضح فيه الدور الاستشاري للفاعلين الوطنيين و المحليين و العموميين لتمكينهم من التعبير و الإدلاء عن أرائهم و انشغالاتهم و إدراج اقتراحاتهم قبل أن يصبح أداة إلزامية.
تتوفر ولاية قسنطينة على إمكانيات سياحية متنوعة ستعكف هده المخططات على تثمينها من خلال الإنشاء القانوني لهده المناطق المخصصة للتوسع بهدف توفير و عاء عقاري محفوظ للاستثمار و تنويع المنتوج السياحي عبر تراب الولاية.
Abstract EN
In recent years, Algeria had an effective and ambitious policy to resurrect the tourism sector and to develop investment by strengthening the elements of tourism attraction in a country with all assets and qualifications.
To this end, Algeria has taken various measures to enhance its tourism capacity by creating touristic expansion zones as part of a tourism development plan that clarifies the consultative role of national, local and public stakeholders.
This is to enable them to express their opinions and concerns and their proposals before this plan became a mandatory tool to apply.
The province of Constantine has various tourism possibilities, which will be valorized through the regulation of these areas intended for expansion, in order to provide a real estate reserve for investment and diversification of tourism product across the territory of the state

Ces dernières années, l’Algérie avait un véritable désir et une volonté politique réelle pour relancer le secteur du tourisme et de développer l’investissement en renforçant les éléments d’attraction touristique dans un pays qui possède les atouts nécessaires.
A cet effet, l’Algérie a procédé à différentes mesures pour valoriser sa capacité touristique par la création de zones d’expansion touristique dans le cadre d’un plan d’aménagement touristique qui clarifie le rôle consultatif des acteurs nationaux, locaux et publics.
Cela, afin de leur permettre d’exprimer leurs avis et leurs préoccupations ainsi que leurs propositions avant que ce plan ne soit un outil obligatoire à appliquer.
La wilaya de Constantine possède des possibilités touristiques diverses, qui seront valorisées par le biais d’une réglementation sur l'extension, dans le but de fournir l’assiette foncière pour l'investissement et la diversification des produits touristiques à travers le territoire de la wilaya.
