Le processus électoral est un processus très complexe qui n'est pas sans problèmes qui peuvent atteindre le point de fraude et de manipulation des résultats, et pour cela, pour le succès de ce processus, de nombreux partis et parties prenantes doivent participer, qu'il s'agisse d'électeurs ou de candidats sectes et orientations politiques, ou l'autorité chargée d'assurer l'organisation du processus électoral dans ses différentes étapes.

En incarnation de ce principe, le parlement dans ses deux chambres (l'Assemblée populaire nationale et l'Assemblée nationale) a approuvé l'amendement de la loi électorale par la loi organique n ° 19-08 de Muharram 14 de 1441 AH correspondant au 14 septembre 2019 , modifiant et complétant la loi organique n ° 16-10 de Dhu al-Qi'dah 22, relative au système électoral, et pour la première fois dans l'histoire de l'Algérie indépendante, une autorité nationale indépendante pour les élections a été induite selon le texte de la loi organique n ° 19-07 de Muharram 14, 1441, correspondant au 14 septembre 2019.
