This article is a collection of knowledge and economic analyzes on the financing policy adopted by the higher education and scientific research sector, with identification and diagnosis of its fondation, classification, and examples of comparison.

On the other hand, presente the legal stages for executing a budget, and the programs approved in the sector, to a financial, statistical and economic results, that confirm the important of this sector in Algeria, in terms of the financial envelope allocated to it in the last decade.
