تم تبني إتفاقية أرهوس أو ما يعرف بإتفاقية الوصول إلى المعلومة و مشاركة الجمهور في إتخاذ القرارات في مجال البيئة و الوصول إلى المعلومة سنة 1998 في إطار اللجنة الإقتصادية لأوروبا للأمم المتحدة و تهدف هذه الإتفاقية تكريس حقوق إجرائية ثلاثة تتمثل في الحق في الوصول إلى المعلومة في المجال البيئي و كذا المشاركة في إتخاذ القرارات البيئة و الوصول إلى العدالة.
هذه الإتفاقية تعتبر إبتكارية بإعتبارها تكرس من الناحية العملية الحق في بيئة نظيفة بموجب حقوق إجرائية و تعمل على توحيد قوانين الدول الأوروبية في مجال الوصول إلى المعلومة و المشاركة في إتخاذ القرار في المجال البيئة.
كما تحتوي هذه الإتفاقية على قواعد قانونية إجرائية دقيقة بالمقارنة مع الإتفاقيات البيئة التي سبقتها مما يسهام في تنفيذها على المستوى الوطني و الغالب فيها أنها قواعد قانونية ذات التطبيق المباشر

La Convention d'Aarhus, connue sous le nom de Convention sur l'accès à l'information et la participation du public à la prise de décisions dans le domaine de l'environnement et de l'accès à l'information, a été adoptée en 1998 dans le cadre de la Commission économique pour l'Europe des Nations unies (CEE-ONU), qui établit trois droits procéduraux: le droit d'accès aux informations sur les Questions environnementales et la participation à la prise de décisions en matière d'environnement et accès à la justice.
Cet accord est novateur car il consacre dans la pratique le droit à un environnement propre dans le cadre de droits procéduraux et vise à unifier les lois des pays européens en matière d'accès à l'information et de participation à la prise de décision en matière d'environnement.
Il contient également des règles de procédures précises par rapport aux conventions environnementales qui l'ont précédée, ce qui facilite leur mise en œuvre au niveau national, La plupart d'entre elles sont des règles juridiques d'application directe.
summary The Aarhus Convention, known as the Convention on Access to Information and Public Participation in Decision-Making in the Field of the Environment and Access to Information, was adopted in 1998 in the context of the United Nations Economic Commission for Europe (UNECE), which establishes three procedural rights: the right of access to information on environmental issues and participation in decision-making on environmental issues; environment and access to justice.
This agreement is innovative as it enshrines in practice the right to a clean environment in the context of procedural rights and aims to unify the laws of European countries with regard to access to information and participation in decision-making on environment.
It also contains specific procedural rules in relation to the environmental conventions that preceded it, which facilitates their implementation at the national level.
Most of them are directly enforceable legal rules.
