The sixth region of the historic first wilaya was divided into four zones: Tebessa, Bir later, Cherea and Chechar, each zone is itself divided into four sectors.

A lieutenant was appointed at the head of the region, assisted by a political and military official, and a third one for news and communicationsThe Political Governor and the People's Committees have assumed the functions of propaganda, awareness, mobilization, recruitment, supply, save the system, information gathering and news.

Secret security has been established and has played an important role within the region and on the border, save the system, detection of traitors, facilitating the movement of families fleeing, follow-up movements and many other tasks.
