Despite the interest in modern foreign studies topic of empowering workers, as one of the newest and most of the main entrances of administrative reform in developed countries, but the awareness of the importance of empowering workers is still limited-khasossa in the Arab countries which suffer organizations it is not convinced senior management capacity of subordinates at the lower administrative levels Taking decisions that achieve the desired results, and managers' belief that the participation and delegation of power to workers will result in them losing the influence and power they have in their job.

Therefore, we seek through this article to address what is empowerment and the concepts associated with it, in addition to referring to the most important modern and contemporary methods of empowerment in managerial theories, and finally to pointing out the advantages and disadvantages involved in empowering workers with an indication at the end of the paper to the reality of empowerment in the Arab environment.
