The management of local authorities occupies a great importance in the management of public finances, in order to meet the new requirements of the society, it is a mission subjected to the obligation of results in the operation and the good management of the resources to create the value added.
Indeed, internal control is part of the fundamentals of good management, this notion is however, still today, little widespread or poorly mastered by local authorities in Algeria.
In terms of results, we have developed semi-structured interviews.
Directive at the level of the local authorities of Mostaganem, the latter show the lack of the internal control system within these institutions.
In addition, the specificities of local authorities are obstacles to the application of the new public management.

La gestion des collectivités territoriales occupe une grande importance dans la gestion de finances publiques, afin de répondre aux nouvelles exigences de la société, c'est une mission soumise à l'obligation de résultats dans le fonctionnement et la bonne gestion des ressources pour créer la valeur ajoutée.
En effet, Le contrôle interne fait partie des fondamentaux d'une bonne gestion, cette notion est cependant, encore aujourd'hui, peu répandue ou mal maitrisée par les collectivités territoriale en Algérie.
En termes de résultat, nous avons élaboré des entretiens semi-directifs au niveau des collectivités territoriales de Mostaganem, ces derniers montrent le manque du dispositif du contrôle interne au sein de ces établissements.
De plus les spécificités des collectivités territoriales constituent des freins à l'application du nouveau management public.
