The state’s efforts were directed towards attention to planning the administrative reform process with a view to addressing the imbalances in economic, social, political and administrative life and trying to get rid of the negative conditions that stuck its administrative apparatus in order to advance government administration to be able to lead and implement the comprehensive development process .

The state’s efforts in the field of administrative reform have focused on A group of plans and programs, and the focus was on three main axes, which are the state’s structures and tasks, then focused on fighting corruption as a national priority, which was devoted through the development of the legislative framework that defined penalties for actions against performance in the administrative apparatus, as well as finding mechanisms to ensure the protection of the administrative apparatus from any deviation or exploitation of power The civil service system was strengthened by a set of measures to improve working conditions.

Accordingly, we will try to stand up to the various legal mechanisms for administrative reform of public utilities and research their efficacy in running the Public Service.
